UP UP only adds to the QRM. 

Filters, notch, etc you can usually copy through
ONE station on frequency. By the time you've added
enough junk to it, your done. QSO's lost.

Eventually they (we, you, me, I) figure it out. 

It's simple! Just let there be ONE instead of MANY.

We can work through it.

I don't want to sound like I'm encouraging cops, but
for those who 
would do 
it anyway, the "last two" plus "UP" would be a heckuva
lot more 
effective
