[DX] New versus Old IRC's

         There is really no good explanation why not.  In fact
the older ones should be preferable since they are smaller,
lighter and have no expiration date.  According to W9OL's
list below, only EU/EW, HK, 5B4 and YU Post Offices will
not accept the older IRC's.  That's not a big deal considering
that the major EU countries and Japan still do.

         I redeemed 20 old style yesterday for 80 cent international
air mail stamps, but am now inclined to keep what I have, so my
question below no longer applies.
