[DX] Hamscope 1.53

First Issue,,,,,What operating system? Windows ME and XP are known to
put COM ports into a high state, treating them as though they were
USB ports. There is a fix available for ME but I'm not sure about XP.

Second Issue,,,,What other devices are attached,eg: do you have a
Palm Pilot or Digital camera that hot syncs via a serial or USB port?
Both of these devices have software associated with them that leaves
the COM ports in a high state.
