I believe you are correct in what is being sought, a list of active DX 
stations that are not acceptable for DXCC by virtue of lack of license 
documentation, etc.  I doubt a list of this type will ever be released to the 
public.  The subject is a very hot issue in some circles.  The ARRL makes it 
a point to distance itself from topics for which a legal confrontation might 
develope.  This is one topic they fear.
