But will N5UP be willing to "tweak" eQSL to be compatible with LotW?  I've
heard from several people that there was some sort of stumbling block over
this point a few months back, which resulted in a declaration from N5UP that
the two systems are and will remain "incompatible."

  Yes.. I agree..it appears as though the only major stumbling block for
eQSL people will be the $1 charge for the requisite "mailed card" for
DXCC acceptance.  I also noted the very last line (I think) of the ARRL
statement mentioned those qsl managers that make a "reasonable effort"
to comply will have their cards accepted for DXCC.   So it seems another
gray-area has opened....what exactly is going to constitute "reasonable
effort" ??
  All-in-all..it looks to me like with a bit of tweaking eQSL will be
able to easily comply with this set of requirements and will thus be
able to offer DXCC-Accepted cards to all eQSL users....
   I think this is a huge step in the right direction and I applaud ARRL
for this definitive (even if long-over due and dragged out)
response.....
