Charles, it's close....the greenstamp is definitely a stumbling block....not sure what the right answer there is.....but most of the organizations that support dxpeditions require a QSL manager to answer direct if a SASE is provided, or via the bureau is not.
I think the other major issue is the acceptance of any electronic QSL system to be the 'QSL Manager', and also the requirement to do the checking required. I think both are workable, but will take some work to complete. The big danger here is the error issue, as the note states, distribuiton without checking can create errors, and thus lead to blanket rejection...this is an issue all managers I'm aware of take very seriously...as it's the reputation that we protect...and I'd hate to have my BQ9P cards trashed because I've done a sloppy job on one of the less rare stations I manage.
So, not sure if it is a little tweaking, but at least the ground rules are in place. I think one thing anyone contemplating putting forth an electronic QSL service would be well advised to do is solicit the advice of a high quality QSL manager.....and make sure what they do is what the manager does....
