Now that is a first.  I didn't know of anyone other than DXCC personnel who 
ever saw it and there was a blanket refusal to show it to anyone.  If this 
Director and anyone else had ever made a statement of having seen it and been 
satisfied it would have killed a lot of the questions of how DXCC makes its 
decisions.  Secrecy means a reason for question to many people.  If a subject 
cannot be open to the public many perceive something untrustworthy behind 
that fact. I admit to questioning a membership organization that fails to 
openly report documentation to it to the members, but I would feel a lot 
better if some official such as my Director knew of it and had to look me in 
the eye at some hamfest and said it was legit.
