I have talked to one of the ARRL directors at the time. He saw the
paperwork from P5 for Martti...both in Korean and a translation.
I believe they even have copies at the League office. I am
not sure a copy of the license would mean much if it were
published in QST since it wouldn't be understood by most
of the readers.
As far as 7O1YGF, I have been in e-mail contact with one of the
operators several times. They never got written permission.
They tried for a long time before and after the operation. No
paperwork...no accreditation.
As far as the 1S operation...I can only speculate. The League
has tightened up the rules since that operation. Now you have
to have a license and permission from one of the countries
claiming all or part of Spratly. See Section II, #3 Special Areas,
paragraph c, in the DXCC rules. A 1S operation using that
prefix would not be accreditted today.
The ARRL does an admirable job administering DXCC. One
can quible about the politics or the arbitrariness of the rules.
If you don't like how things are administered, I suggest you
contact your Bill Moore, or your local director.
