You are exactly right. The key phrase is "...acting as QSL manager."

The eQSL.cc site says:

"ARRL says that electronic QSL cards transmitted to them by e-mail violate
DXCC Rule #2. However, as of February 8, 2002, they have decided that cards
mailed from eQSL.cc will be accepted. See the DXCC information page for
details on what is required."

Bill Moore says:

"However, if [Joe Ham], acting as QSL manager with station logs completes a
card (even one from his printer) and sends it by mail to you, this is an
acceptable exchange and we have see this often for several years now."

Again, the key is the phrase "acting as QSL manager." There are some
conditions on what a QSL manager can/should do. As I mentioned, we have a
situation with one QSL manager, where we require a written statement from
the station being represented, sent to us via Post, that the person in
question is, indeed, the QSL manager.

If a person is fully authorized by a DX station (or any station) to be
his/her QSL manager, we don't care how the log is delivered to the manager.
Of course it can be transferred electronically from point A to point B. At
the same time, we along with most everyone else, expect a real QSL manager
to check the requests for cards against the log for such matches as time,
date, band and mode, not just issue cards based on the submission of a
callsign. If these conditions are met, we will most likely accept the cards.

If, on the other hand, we have reason to believe that any particular "QSL
manager" is not fully authorized, we will reject those cards unless and
until we receive confirmation directly from the station operator (e.g. DX
station), via Post, that a specific source of QSLs other than the operator
himself/herself is legitimate, we will not accept those cards. I hope this
is "clear as crystal" for all DXers interested in submitting cards for DXCC
credit: We will accept cards written by legitimate QSL managers.

In short, then, there is no change in policy.  It's a change in status
of the eQSL system, IF it is acting as the QSL manager.  Correct?

For DXCC purposes, it is acceptable for a legitimate, designated QSL
manager
to receive a log via e-mail from a station for whom he handles cards.
That
what Bill Moore said, or meant to say, nothing more nor less. We do not
accept cards that are printed by the recipient/DXCC applicant based on
information received by him/her electronically.

We often verify that someone is truly a QSL manager for a particular
station. In fact, you may have noticed that we will not accept cards
from
PY3ZM as QSL manager unless the DX station he is handling informs us of
that
fact in writing, via Post.
