For DXCC purposes, it is acceptable for a legitimate, designated QSL manager
to receive a log via e-mail from a station for whom he handles cards. That
what Bill Moore said, or meant to say, nothing more nor less. We do not
accept cards that are printed by the recipient/DXCC applicant based on
information received by him/her electronically.

We often verify that someone is truly a QSL manager for a particular
station. In fact, you may have noticed that we will not accept cards from
PY3ZM as QSL manager unless the DX station he is handling informs us of that
fact in writing, via Post.
