Not a bad idea Al. I wonder if permission is really needed since visitors from passing ships visit the island today because of the island's unique history. However, best to play it safe and receive permission from the Fish and Wild life department or whomever is in charge. Based on information reported here KH7 has not been activated for 16 years.

Maybe the group trying to do Kure will look to KH3 instead.  They know hoe
to find out the rules and how to get permission.

The island is one that I need on CW. Did some research (see
http://great-hikes.com/blog/island-for-sale/ ) and I wonder if it will ever
be activated because of contamination.The island and military
facility/airstrip are now closed and vacant. It was (accidentally I believe)
up for sale but was taken off the market shortly thereafter.
Reports from personnel who served on the island (see url above) tell of
agent orange, plutonium, other chemicals etc that were sent to the island
for disposal. Additionally there was a nuclear missile test that failed
dropping nuclear waste on the island. 

The island was left to the birds but has visitors from passing vessels from
time to time. I do not know how contaminated the island is but apparently
there are no restrictions to visitors sailing by.
So the questions are (1) when was the last time KH3 was on the air? And (2)
what is the possibility of a dxpedition there in the immediate future?
