If I'm not mistaken, that is one of the calls reserved for US Stations in Antarctica. It is not assigned by the FCC (see FCC "Group X" call sign blocks), but "belongs" to the National Science Foundation.
I want to say "McMurdo Station" was the location the call was used at on a regular basis, but I'd have to look it up to be certain.
