[Dx-qsl] How To Cash In IRC's at USPS?

Thanks to all for this informative thread.  The postal clerk at my USPS 
had no idea what an IRC was and wanted to put the International Forever 
stamps on the right hand side of the IRC and then charge me for the IRC 
and stamps.   After giving her the instructions upthread, she calmly 
followed all the directions, and handed over 9 Global Forever stamps.
