[Dx-qsl] How To Cash In IRC's at USPS?

Epilogue to this situation. Armed with Steve KU9C's step by step
directions, the postmaster was able to easily complete the transaction
today. I printed off the directions and gave her a copy for their use. She
said she will be send this off regionally and to all the other postmasters
in our area if they run across IRC's.

Seven ugly green forever airmail stamps are now in my possession.
