Bernie,

Thanks, all clear now, meaning, it's a lost case. I hoped, he is there for a
contract like many URs do in Africa, and when he is back home, it would be
time for docs.
For whatever reason I missed any info regarding this activity before or at
least did not pay proper attention to that. 
Will take a note regarding general rules in TT8 and T6, thanks for that.

This was well documented as soon as he came up on the air.  The same was
said about TT8/F5RQP.  Chad issues full TT8xx callsigns.  

Afghanistan is the same situation by issuing full T6xx callsigns and not
T6/home calls.
