[Dx-qsl] TT8/US3EZ rejected

[Bernie McClenny, W3UR]

This was well documented as soon as he came up on the air.  The same was said about TT8/F5RQP.  Chad issues full TT8xx callsigns.  

Afghanistan is the same situation by issuing full T6xx callsigns and not T6/home calls.
