[Dx-qsl] ZD9ZS not good for DXCC

Mine was accepted on 1/19/15 for credit OK.  Maybe someone at ARRL  pushed 
the wrong button?

Is this a case of ZD9ZS thinking that getting a call accepted for  LotW also
