If 'cheating' is the new norm and is promoted by the ARRL, why not do it the
easy way.  Here is how.

Form a world wide club with stations in every continent.  Each station would
have at their disposal all the callsigns of the club members.  Then each
station would work the DX with all the club member callsigns.  That way each
club member would confirm every dxpedition on all bands.  Just use existing
stations ... so simple.
So this is cheating.  No different from what the ARRL promotes.

Ref the JA example. Where are the controls? Nothing stopping the 
operator from receiving his qsl card from the DX entity he worked 
remotely using the JA remote station and submitting it for credit. To 
counter that the League is relying totally on the integrity of the 
operator not to submit the card. Have they not listened to the bands 
lately? How far is integrity going to go when the card places the 
operator on the Honor Roll? And what does it say to those operators 
busting their chops to work a new one from their home stations? Why bend 
the rules to benefit those making a profit from the Amateur Community. I 
am all for new technology but not at the expense of watering down a 
premier Award system.
