Because
"Transmitter location continues to define a station’s location"

So, if the operator has the legal right to work from JA, he is making a
contact from JA, doesn't count for his US DXCC

That said, Say you are in Oregon, and you want to work K1N next month on
say 80m (or 6M!!!) you rent a remote station in Miami, and work K1N. 
Being you are in the same DXCC entity, it still counts to your US DXCC.
