US bureaus are done by numbers regardless of location. We also handle the KH8 prefix.
a K6*** received at the 8th area QSL bureau would be send back to the ARRL and they forward to each number .
Foreign cards received by mistake are also sent via the ARRL outgoing QSL service.
Does not matter if ARRL member or not.
We do not forward USA to USA cards , continental 48 states, KL8 would go to the KL7 bureau.

when I checked the call in QRZ.com. Will the card even reach him (of course he must be a ARRL member etc.).?
I think NC belongs not to the W6 bureau.
