All I'm saying is don't believe the list is complete - there are a
significant number of "after the fact" donors who never appear in any
list and don't want to appear on any list.

If it were me, the operation would not occur until all the costs were
in hand from donors/sponsors. I do not believe in holding confirmations
hostage for further "donations" after the fact - nor do I believe ARRL
would accept such behavior. I would also be telling those in the areas
that do not carry their weight (percentages of QSOs) in sponsorships
*before the fact* that operations will be focused on the bands/times
that favor those areas that do provide the funding.
