[Dx-qsl] Process for Redeeming IRCs in USA?

Russ:  I've always had good luck with the local postmaster (call ahead for an appointment is the suggestion) since he (or) she knows the mail manual fairly well.  Last time I cashed in something like 100 IRCS and got the same number of Air Mail stamps back.  He said the clerks at the windows don't know much about redeeming IRCs.
