[Dx-qsl] Process for Redeeming IRCs in USA?

I'm about to take my IRCs to the US Post Office for redemption. 

I found this document that the USPO issued that describes a part of the process but it doesn't have every step.

I remember a document from 2009 that was a little more detailed.  Does anyone have a link?
