Awhile back I had an e-mail exchange ( I saved the mail somewhere but I  
can't find my sticky note that reminded me where!) with him about me  becoming 
and/or him wanting a QSL Mgr..and his reply was  thanks but  no...he wanted 
to do the chore himself....
 
Take it for what its worth and I have no idea now if it costs 10 GS and 1  
IRC + Reg. mail to get back a card from there but some years ago it only  
cost me 2 GS and Reg. mail to get one outta that country....
 
SO maybe he doesn't need/want a Mgr. for personal reasons...
