I have in my LOG-e - 378 QSO with China.
Among them - 42 confirmed QSL.
Mainly through the bureau and quite a bit direct.

Many Chinese hams - users LoTW.

Maybe your friend KJ4DOO met in the rare air of the Chinese ham that has QSL and can not become the user LoTW.
