[Dx-qsl] New IRCs starting to ship

IMM = US Postal Service International Mail Manual which specifies how
they process International Reply Coupons. Section 380 of the IMM
contains their policy on redeeming IRCs which is valuable information
for those of us within the US DX-QSL community who receive them with
foreign QSL cards.
Unfortunately, there are many US post offices who see so few IRCs they
don't understand how to go about redeeming them for US international
postage. By referring them to the appropriate section of their own
policy manual, walking them through the process makes our task of
redeeming the IRCs a lot easier.
Now that the US no longer sells IRCs, being able to assist local post
offices when redeeming them will become even more important. Most USPS
employees seem to appreciate the assistance. The IMM is on-line so I
just print off a copy of Section 380 to bring with me. The USPS
personnel I have worked with over the years have always thanked me for
my help explaining the process.
