Ron, will keep you posted.  I'm working a similar issue, and think I have a 'work around'.   If so should be able to help you.  How many?

Well, I printed out the appropriate page from the USPS manual, as posted
here on the reflector... and the instructions that came out last week on how
to instruct the clerks to redeem IRC's... and my thanks to everyone who
posted the information.

Was out of town for a few days (my grandson was QUITE thrilled to see his
aunt, my daughter... oh yeah, it was nice that we came along as well), so I
went to my local post office yesterday afternoon, on my last day of
vacation, armed and ready.

Clerk refused to look at any of the paperwork.  Called someone in the back.
Whomever this was told him to tell me that they could not redeem IRC's, I
had to take them to the "main" post office branch downtown.  

So I went to lunch a little early today, went up to the "main" branch.
Doors were locked; they closed at noon today for New Years.

The time?  11:45 am.

And so it goes.

Anyone interested in a pretty bookmark, let me know, I have a few.

(And ultimately, no one to blame but myself for not getting around to using
these when I still had the time to send them off.)
