I would suggest one thing....get a "blessing" from the ARRL regarding this
and put it to rest !
I never recall being required to accept IRC's, and in fact, if they expired
I responded on my dime out of courtesy.
With today's IRC crazy USPS, I'd reconsider also....as long as you request
REASONABLE SASE rates, you're still fine. Just don't charge some nutso
amount for a return card. Guys are asking $3 - 5. OQRS has helped in this
area a LOT, and is well accepted.
