For me refusal, to accept IRCs is "blatant inequities in confirmation
(QSL) procedures."  USPS and all other members of the Universal Postal
Union are *required* to accept them even if they don't sell them so
your refusal to accept them is a "blatant inequity" to those who choose
that method of *paying for the QSL*.
