You might, but thank God you're not the DXCC. There are -dozens- of
managers around the world who will not accept IRCs because the
difficulty in redeeming them (see the many posts regarding inept,
misinformed, and belligerent postal workers) is not worth the effort -
as far as many managers are concerned.
Letters as of 1/26/2014 will be $1.15, rather than $1.10
