Given that IRCs are available from Swiss Post for $2.25 each in packages
of 10 (I have multiple confirmations from others who have made use of
the information), I would consider those who gouge for recycled IRCs or
refuse to accept IRCs to be in violation of DXCC Rule 12(d).

$1.10 to mail a first class letter (QSL card) anywhere in the world
from the US is less than mailing a 20 gm letter within Europe for most
countries.  Even the new $0.49 first class domestic rate in the US is
a bargain compared to domestic rates in the rest of the world.  Canada
has just announced their new domestic rate will be $1.00, UK is $1.00
equivalent (GBP 0.60), most of Europe is between $0.80 and $0.90 ...
