Well I was able to redeem several hundred  IRC's this morning for $1.10 
global stamps. My phone call to the USPS district office paid yesterday 
paid off. The post office had a copy of the email sent to the 
postmasters with the redemption procedure displayed at the counter for 
the agents to see. There should be no problems with IRC redemption in 
Wisconsin now.
