I just redeemed a dozen at the Winchester VA post office last week, the lady
had to ask another employee the procedure but no hassle. 
As long as they are the current IRC they have to take them until the cutoff
date. Ask for the Postmaster if the supervisor has no clue. 
Or try the post office in a nearby town.

I went to a local Post Office today and tried to redeem a big stack of
IRC's. The Postmaster had no idea even though I provided him with USPS
Handbook location regarding redemption of IRC's. He told me he would check
into the procedure with his district office and call me at home when he got
the information.He called me back and told me that the IRC's are not
redeemable. He was advised by the Great Lakes District Office that the IRC's
have not been accepted for the past 5 years and they will not redeem them. I
know this is a bunch of garbage. Any recommendations how to handle this.
Appreciate any information.

You worry me.  I have a few that I never got around to using, so I'm going
to have to redeem them before the end of the month as well.

They advise everyone to ask for a supervisor if you run into a problem, and
bring along a copy of USPS International Mail Manual Section 381 (IMM 381
can be found at http://pe.usps.com/text/imm/immc3_020.htm )
 
After reading the section over, I suspect that whomever made the decision
was looking at 381.3(d), which refers to the OLD IRC's that we used to
exchange, the small ones without expiration dates.  In short, I wonder if
you ran into someone who was looking for an excuse to not have to bother
with them.

I contacted the Postmaster General Office in Washington DC regarding my
problem with the local Postmaster. The IRC's are redeemable and the USPS
District Office is giving misinformation. They are going to issue an
information bulletin regarding IRC redemption through out their system. 
I will go to another Post Office in a couple of days and try again hopefully
with better results.

Today I took 20 IRCs to the main post office in Miami.  I was armed with a
copy of the regulation.  The clerk, who had never seen an IRC, called a
supervisor.  The supervisor told the clerk how to do the processing, and two
minutes later I walked out with 20 new  holiday global stamps.
I had tried to redeem them previously and was told by another supervisor
that she had to check with the postmaster, as my IRCs  were not stamped on
the left hand side corner. Today, that was not an issue.
