Its all about the lawyers and being sued. Of course they have a list, but lawyers aren't covered by the per card charge! Some yahoo will sue if they imagine they are wronged.

I told him that as a DXCC card checker I'm frequently asked who counts and who doesn't. Although not part of the Card Checkers responsibility, one still would like to be helpful. So I asked this staffer why there wasn't a link on the DXCC page where you could look this up. I pointed out that this would potentially save a lot of time for everyone involved. I was told bluntly that it wasn't "technically feasible" and it "couldn't be done in a practical manner". That confused me; I had assumed the "list" at DXCC headquarters would be in some sort of electronic format, and if so it would be easy to link to on the website. I then asked if they kept all their records on a big blackboard in the back room. That was the end of that discussion. For now, all you can do is submit a card and see what happens or ask the DXCC desk directly about the status of a
specific operation.
