Ken,

There are customs, and then there are requirements.

You and I both remember when callsign / prefix was the norm, and it simply wasn't done the other way.  Putting the portable prefix first makes a lot more sense, IMHO, for a number of reasons.

That said, some nations require or mandate it one way, some the other, some don't care.  

IIRC, the treaty that permits automatic reciprocity between the US & Canadian hams, which goes back a long ways, mandates prefix last, because that was the "usual procedure" at the time.  That it is not enforced all that much is another matter.

But, as a rule of thumb... log what's sent, not what's on the cluster.  And if you're not sure, simply submit two LotW entries... one one way, one the other. and then all bases are covered!
