Sometimes, you can't win.

One manager requires one envelope per QSL or per station.  Put two requests in one envelope, you get one back.

The next manager, you send two separate requests with two separate envelopes.  You get both cards back in one envelope, with the other returned.

Part of the fun, right?

QSL's if postage was given and if a GS was included sent that back also.

Anyway, many managers do this, and many limit contents to only one 
operation. If I'm going to send multiple QSL's, I normally try to email the 
manager to get his OK if multiple QSL's are involved. This seems to have 
worked well so far.
