This manager EA7FTR requires a limit of 1 QSL per envelope.  Many have done 
"double duty" and you get one of the two back.  Someone told me years back 
of this guideline of some managers when I first started to do Dave's J52US 
QSL's in 1988 with much greater QSL counts.  I think if you go to QRZ.com 
and read some of the bad reviews, this is the problem for the EA7.  I never 
limited Dave's card because of generous postage and GS help of many hams.  I 
did one time get about 20 QSL's for all operations together with one GS. All 
were processed with some extra on my part.  I even sent back direct NIL 
QSL's if postage was given and if a GS was included sent that back also.

Anyway, many managers do this, and many limit contents to only one 
operation.  If I'm going to send multiple QSL's, I normally try to email the 
manager to get his OK if multiple QSL's are involved.  This seems to have 
worked well so far.
