You could send bundles directly to the foreign bureaus then send a package
of assorted bureau cards via the League. Say, if you have a lot of Germany,
Spain and Italy, mail them all to the German, Spanish and Italian bureaus
without going through Newington. Other than that, the bureau system is
probably the cheapest method of QSLing other than LoTW.
You may also want to consider using GlobalQSL who will print your cards and
put them into the bureau system directly for roughly the same price as just
getting blank full-colour cards printed and delivered to you in the US.
