[Dx-qsl] 5R8NL PO Letter Theft

I recall the K1B operation back in 2002.  The QSL route was via RZ3AA.  
Had two separate requests get "lost" via that route.  I was even more 
angered when they announced their surprise that while they expected some 
theft, it was worse than they had anticipated.  To use a route that you 
already know is going suffer from theft and use it anyway I thought was 
the height of irresponsibility.  In the end they set up an alternate 
route outside Russia that was safe and that one worked.
