[Dx-qsl] Help w/Outgoing US "NO SASE" Cards

Thank's for the statement Will I believe you are spot on....... I 
have operated some US IOTA's and I 100% QSL everyone. I sent to each
of the local buro's and all accepted them except one. I was not 
sending the cards for me, but for those that worked me. They are the ones that
the QSL buro's were set up for. If they don't want to service the 
guys they are there for, than maybe they shouldn't volunteer for the job.
Just my lowly oppinion................
