Everything to do with IRCs _must_ be per the UPU LM.

A postal authority may decide to not sell IRCs or to require the item to be
posted to be presented along with the IRC when it's exchanged.

That is all - everything else _must_ be per the UPU LM.  This is an
obligation of UPU membership.

As for W3BJ's original question, the answer is printed on each & every IRC,
right in the box for the optional chop of the issuing postal authority.
