[Dx-qsl] Use of registered mail

I guess it depends on the honesty and professionalism of the postal
employees in the foreign lands. I sent registered QSL to Libya (5a1a)
and received a card stating that he received the mail torn open with the
greenstamp gone. So yes the QSL made it, but with out the security I
would have hoped for with the registered status. Fortunately I got my
card..
