[Dx-qsl] Use of registered mail

I'm not so sure about that.  I have received registered letters from 
foreign countries that have been treated with the same scrutiny as 
domestic registered.  I don't know about the UPU regulations but in many 
cases the registered mail is carried separate from regular mail and when 
it reaches its foreign destination it is logged in and continues to be 
monitored.
