For the United States, it's contained in section 381 of the International
Mail Manual.

Print this out and keep a few copies on-hand when confronted by an
uninformed clerk:

Incidentally, I've not found any local post offices who have the new
2010-2012 series IRCs. They said they won't get any more until they sell the
ones they already have on hand, by order of the manager for the area. When
pointed out to one epsilon-semi-moron that they're no good after 12/31 of
this year she said that no, they're accepted indefinitely. I pointed out
that she should read the coupon itself. She did and said it appeared as if I
was right, but she couldn't order any more till they sell off all the ones
on hand.

Sigh.

or postage needed for qsling.

If anyone would care to prepare a authorities method for convincing postal
employees on how to exchange, sell, etc. IRC's, I'd be glad to add it to the

web site.
Something with Pamphlet numbers with page numbers and rules citations.
I'm sure there is some sort of Postal Employees regulation book.
