[Dx-qsl] I'd be glad to add IRC exchange rules to my GS/IRC page

I try to keep the http://www.qsl.net/w9ol/IRC_Chart.htm current with IRC's 
or postage needed for qsling.

If anyone would care to prepare a authorities method for convincing postal 
employees on how to exchange, sell, etc. IRC's, I'd be glad to add it to the 
web site.
Something with Pamphlet numbers with page numbers and rules citations.
I'm sure there is some sort of Postal Employees regulation book.
