[Dx-qsl] Empty envelope from W3 buro

I just received an envelope from the W3 buro. I always use the post office
issued envelopes "Ready Post" (make sure they put an ink stamp over the UPC
barcode to prove you paid for it), as recommended on the W3 website.

In addition, the buro adds tape to the both sides of the envelope. Never
had a problem.
