Hi Charles

I have sent cards to Frank on 3 separate occasions (in 2008, 2007 and 
2006), and have received a reply from each mailing.

One IRC, + SASE (+ card of course!) was sufficient in each case.

The German address on this website was used:-

Frank plainly has difficulty fulfilling all QSL requests, but I have 
NEVER personally believed he is a Buck collector.

But it is a great shame that he hasn't appointed a QSL manager - many 
have volunteered (including me!).
I also included a note of the general LoTW website when I last 
corresponded with him, but am not sure whether internet access  is an 
easy proposition from his Namibia QTH - he may not even have a PC in 
the shack ):
