[Dx-qsl] Global QSL

WF5E provides return postage for US to US cards. 

ARRL was not silent when I contacted them about this, but I didn't save the response. If I send the buro a card from my US call to another US call, how do they know it's in response to a Global QSL?

Indeed, you could say the same thing about WF5E who sends his "incoming" cards to incoming bureaus.
