Well, the ARRL was silent as to how to handle that type of situation. Granted the other station was in USA, but the card came from Israel. That, at least, was the argument made by GlobalQSL, and some bureaus accepted that interpretation.
Indeed, you could say the same thing about WF5E who sends his "incoming" cards to incoming bureaus.
