[Dx-qsl] US Postal rates are going up again

Hi Paul,
Sorry. No I don't have any additional information regarding the mailing
rates. The P.O. will release that information next month. I figure
everything is going to increase due to fuel prices, etc. similar to the one
just announced in Canada.
